COMMUNITY OUTREACH

Employees of the Jacksonville FBI Division dedicate a large amount of time to a number of community outreach programs. These employees regularly appear at speaking engagements throughout their designated territory. Additionally, the Jacksonville FBI office has instituted a Citizens Academy which began in the summer of 1999. This Academy brings together many of Jacksonville's most prominent civic, business, education, and financial leaders for seminars hosted by the Jacksonville FBI. The Citizens Academy is intended to give those attending an understanding of today's FBI.

Jacksonville FBI employees and their families are committed to several restoration projects throughout Florida such as, "Paint the Town," Community Rehabilitation Week at Jacksonville, and the Saint Francis Men's Shelter in St. Augustine, Florida. Other community programs include the Jacksonville Chapter of the Weed and Seed, the Florida Blood Drive Alliance, and the Otis Smith Foundation (a youth mentoring program).

The FBI also provides guest speakers to schools, churches, and other civic organizations. To request a speaker for your school or organization, please send a letter to:

Investigative Programs

The Jacksonville Division fully supports every investigative priority of the FBI. For a complete description of what we investigate, click here to the What We Investigate page.

North Florida Joint Terrorism Task Force

In the wake of the September 11 terrorist attacks, the Jacksonville Division formed the North Florida Joint Terrorism Task Force (NFJTTF), which was formally established in February 2002. The NFJTTF is a fully functioning team of criminal investigators and intelligence professionals from numerous federal, state, and local agencies. Among the federal agencies participating are the U. S. Coast Guard; Naval Criminal Investigative Service; Defense Criminal Investigative Service; Bureau of Immigration and Customs Enforcement (BICE); Central Intelligence Agency; Internal Revenue Service; Bureau of Alcohol, Tobacco, Firearms and Explosives; and the U.S. Postal Inspection Service.

The NFJTTF also has participants from state and local agencies, including the Florida Department of Law Enforcement (FDLE); the Jacksonville Sheriff's Office; and the Clay, St. John's, and Marion County Sheriff's Offices. Additionally, by order of Florida Governor Jeb Bush, FDLE established seven regional Domestic Security Task Forces (DSTF), which correspond to the regions of the FDLE. Three such regions (and thus three DSTFs) are located within the Jacksonville Division's territory.

Organized Crime/Drug Program

The Jacksonville Office investigates multi-jurisdictional organizations and/or criminal enterprises that engage in drug trafficking, money laundering, labor racketeering, and traditional/non-traditional organized crime activities. As appropriate, the Organized Crime/Drug Squad utilizes sophisticated investigative techniques and develops criminal intelligence in support of investigations. Those efforts culminate in building prosecutable cases against individuals and organizations that engage in some of the most serious criminal offenses threatening our communities.

At the core of the FBI's Organized Crime/Drug Program is the recognition that the greatest impact on organized crime and the drug problem is achieved by concentrating investigations on both major international and domestic criminal organizations and regional groups that control significant segments of illegal activities in the United States. The FBI's Organized Crime/Drug Program clearly focuses investigative resources in an organizationally-based, intelligence-driven approach, to disrupt and dismantle criminal organizations and enterprises through prosecution, as well as the seizure and forfeiture of assets used in, and derived from, criminal activity.

On January 4, 2001, the Director, Office of National Drug Control Policy, Washington, D.C., designated Northeast Florida as a High Intensity Drug Trafficking Area (HIDTA). This designation will provide federal funding to support federal, state, and local multi-agency law enforcement efforts in addressing the most significant illegal drug trafficking organizations operating in the region, and will enhance the existing Organized Crime Drug Enforcement Task Force (OCDETF).

Violent Crime and Major Offenders

The mission of the Violent Crimes and Major Offenders Program is to investigate the people responsible for violence against individuals and the theft of property where violations of federal law occur. The Violent Crimes and Major Offenders Program includes the following investigative areas:

Violent Crimes - The FBI investigates bank and armored car robberies, extortion, kidnapping, and the assault or murder of government officials and federal officers as part of the program. Upon request, the FBI provides assistance to state and local law enforcement agencies with the behavioral profiling of violent felons and the investigation of serial murders.

Fugitives - Upon request from the state attorney's office, the FBI will locate and arrest persons wanted by a state or local law enforcement agency where evidence indicates the subject has fled the State of Florida. For more information on current fugitives wanted by FBI Jacksonville, visit Jacksonville's Most Wanted page.

Crimes Against Children - This program includes investigations into child abductions, the sexual exploitation of children, the manufacturing and distribution of child pornography via the Internet, U.S. Mail and courier services, and both interstate and international abductions of children by a non-custodial parent. Violations against children are immediately and vigorously investigated by the FBI, often in conjunction with state and local law enforcement agencies. For more information about the Crimes Against Children program, visit their webpage.

Interstate Transportation Crimes - This program includes investigations into major thefts which affect interstate commerce. Major thefts investigated by the FBI include thefts of cargo from interstate or international shipments and thefts where stolen property or motor vehicles are transported across state lines and out of the jurisdiction of state or local law enforcement agencies. Thefts of government property and crimes committed aboard an aircraft are also investigated under this program.

Crimes on Government Reservations - The FBI has investigative jurisdiction over crimes which occur on property owned by the United States government. Within the Jacksonville Division territory, this includes six military reservations and three national forests. Serious offenses occurring on these government reservations are ordinarily investigated by the FBI with the respective military or civilian investigating agency.

Violent Street Gangs - The FBI investigates the illicit activity of violent gangs, usually in conjunction with state and local law enforcement agencies. The FBI focuses on gangs that transcend state boundaries and use intimidation and violence to stake their turf and protect their illicit enterprises.
